Under direction of the CSIS Chief Operations Officer, the CSIS Director II – Requirements is responsible for managing all aspects of requirements so as to address the needs of program stakeholders in their participation in and uses of a statewide information system for student records transfer and automated state reporting.
Work with a broad range of external agencies generally at various management levels, including K-12 local education agencies, state level agencies and postsecondary educational segments.
Lead, direct and supervise CSIS Requirements staff; assist Chief Operations Officer and other program managers in strategic planning and tactical operations.
Devise, implement, and manage requirements methodologies and supporting change control structures to enable California school districts, county offices of education, the Department of Education and other relevant State agencies to relate current and future functionality needed for Statewide Student Identifiers, state reporting and records transfer activities;
establish standards for communication and engagement with program stakeholders including public agencies, private entities engaged in education policy and/or service, private commercial vendors and value added partners to K-12 education;
ensure that CSIS processes support effective and efficient requirements capture, identification, definition, documentation, analysis and specification of functionality to be delivered;
set standards for performance of the CSIS Requirements staff; and supervise CSIS Requirements staff in all aspects of administrative duties and responsibilities;
develop collaborative working relationships with other CSIS department managers and staff to ensure effective coordination of resources for the attainment of project objectives;
establish and maintain effective relationships with providers of student information systems in coordination with other CSIS department managers;
act as liaison to local educational agencies, California Department of Education, and the CSIS Advisory Group, as well as other outside agencies and associations for CSIS Program Requirements activities;
serve as a cooperative and contributing member of the CSIS Program Office management team;
complete other duties as assigned.
Demonstrated knowledge of systems architecture, large relational databases and software development life cycle methodologies;
demonstrated knowledge of computer-based systems issues and concepts;
in-depth knowledge of local K-12 operations and considerable experience in working with student information systems, and knowledge and experience with the CSIS Program as implemented both centrally and at the local education agency level is preferred.
Proven ability to effectively work on concurrent tasks and with multiple entities;
work with formal organizational structures as well as with flexible teams;
demonstrated ability to build and manage constructive relationships with all stakeholders;
demonstrate excellent written and verbal communications skills.
Minimum of seven years combined experience in any of functional and/or systems requirements, technical and/or client services fields, with at least three years management experience.
Experience working with large relational databases designed for both transaction processing and complex reporting.
Experience working in California K-12 operations is preferred.
Requires graduation from an accredited four-year college or university with a major in computer sciences, business, communications, technology, or a related field.
Work experience resulting in an equivalent knowledge base may be substituted for the major requirement.

Some positions may require proof of privately owned automobile insurance and possess a valid California Motor Vehicle operator’s license. Fingerprint clearance by the Federal Bureau of Investigation and the California Department of Justice is a condition of appointment after all other required job conditions have been met. This position is overtime exempt and has a probationary period of one year.
