Job description for the Director II – Information Systems at FCMAT/CSIS

Salary & Benefits

Employees of this office are not covered by Social Security, but do have mandatory retirement coverage with Public Employees Retirement System (PERS). This position is located in Sacramento, CA.


Under direction of the CSIS Chief Operations Officer, is responsible for all CSIS technical services, including the design, selection, implementation and operation of the technical components of a statewide information system for student records transfer and automated state reporting that will serve California public education agencies. 
Lead, direct and supervise CSIS Information Systems staff; assist Chief Operations Officer and other program managers in strategic planning and tactical operations.

Recruit and manage highly qualified technical staff;
set standards for performance of systems development staff, technical support staff and contractors;
manage the acquisition, development, enhancement, licensing, customization and implementation of software and equipment to achieve stated CSIS goals;
manage acquisition and operation of networking and telecommunications equipment and services in support of the CSIS mission;
ensure interface standards and procedures with multiple vendors of school management software systems including both commercial software and district/county-developed systems;
support requirements and liaison activities with the California Department of Education and other public education agencies;
develop performance and bid specifications for computer and communications equipment required to carry out the CSIS mission;
conduct public bids for procurement of equipment, software and services;
serve as a cooperative and contributing member of the CSIS Program Office Management Team;
complete other duties as assigned.



Knowledge of:
Demonstrated knowledge of information systems issues and concepts;
in-depth knowledge of state and local K-12 operations.
Ability to:
Understand large relational databases designed for both transaction processing and complex reporting;
proven ability to effectively work on concurrent tasks and with multiple entities;
proven ability to work with formal organizational structures as well as with flexible teams;
demonstrated ability to build and manage constructive relationships with all stakeholders;
excellent written and verbal communications skills.
Experience managing multiple complex software development projects with inter-related dependencies and shared human and machine resources.
Considerable experience in working with Student Information Systems is preferred.
A minimum of seven years experience in the technical field.
Must have successfully implemented simultaneous multiple complex software development projects including hardware acquisition, systems integration, software development environment selection and user system specifications.
Good understanding of the data processing and reporting requirements of California K-12 schools and districts in the area of student information, finance and human resource management desirable.
Graduation from an accredited four-year college or university with a major in computer science or management information systems, or equivalent experience.

Conditions of Employment

Some positions may require proof of privately owned automobile insurance and possess a valid California Motor Vehicle operator’s license. Fingerprint clearance by the Federal Bureau of Investigation and the California Department of Justice is a condition of appointment after all other required job conditions have been met. This position is overtime exempt and has a probationary period of one year.
